ABOUT ME

James Tunnessen is a Doctor of Engineering candidate at George Washington University specializing in Artificial Intelligence and Machine Learning. His praxis examines Explainable AI (XAI) frameworks for enterprise environments, with particular focus on machine learning and transformer architectures, responsible AI deployment in resource-constrained organizations, and explainability and fairness of regulatory inferences in large language models.

He is the Founder and Principal Researcher of Gradient Descent LLC — an AI think tank, venture studio, and holding company that intertwines applied AI research, executive advisory, and responsible-AI software development. Its operating lines include Gradient Descent Labs (applied R&D), Gradient Descent Advisory Services and GOVERNBOX.ai Advisory Services (executive advisory), and GOVERNBOX.ai: the AI, risk, IT, data, and privacy system of record. Jim is a member of and contributor to the Forbes Technology Council, and a frequent speaker on artificial intelligence, privacy, risk, data, and how they fit into digital transformation, cloud strategy, and emerging technology.

He served as Chief Information Officer / Chief AI Officer / Chief Privacy Officer (SES) at the National Endowment for the Arts, where he led the agency's AI strategy, governance, and production deployments including agentic AI systems integrating retrieval-augmented generation, LLM fine-tuning, and vector embeddings. He previously served as CIO and Chief Digital Officer at Voice of America (the nation's largest international broadcaster, reaching 275M+ weekly viewers across 47 languages) and as Chief Technology Officer at USDA's Food Safety and Inspection Service, where he created and co-chaired the USDA Chief Technology Officer Council, coordinating technology strategy across the department's 18 agencies and 105,000 employees. In 2013, he created the Digital Innovation and Development Group at USCIS, where he introduced cloud computing and infrastructure, open-source technologies, DevOps, and Agile practices. He began his federal civilian career at the General Services Administration in 2011, and accumulated executive technology leadership experience across five federal agencies.
